Purpose of position:
To promote effective cooperation of the RC/RC Movement components to share and/or align resources and actions in order to ensure effective service delivery to people affected by the Haitian earthquake. Experience shows that technical sector coordination and leadership in defining program quality standards within the Movement and with external actors must be a priority to ensuring a well organised and effective RC/RC Movement response. As more Red Cross and Red Crescent partners as well as the Government of Haiti and large multilateral and bilateral international donors engage in the technically and politically challenging process of socio-economic recovery in a predominately urban context, it becomes imperative for the IFRC to provide the highest level of technical leadership and convening power. The context of working in a complex urban renewal environment in a resource poor setting and a weak political framework is challenging for any organization but stretches the Red Cross movement's capacities to a new limit.
This position requires a strategic and operational approach to facilitating technical excellence in longer term recovery and capacity building context which includes participatory approaches with urban constituencies but also an increased role of the HNRCS (headquarters and branches) and its partnering RC/RC sister National Societies.
The Federation Secretariat specifically has the responsibility to ensure it is providing effective technical support services to its membership while promoting membership adherence to strategies, policies, and agreements which will maintain and uphold the image and integrity of the Federation and Movement. This requires that effective coordination mechanisms be established in all stages of the programme management cycle, and includes information management and external relations coordination.
At the operational level, this position is required to support a technical standard setting, integrated strategic planning, monitoring and evaluation approach within both a Movement Coordination Framework and within a shifting external political and donor stakeholder environment geared to more effectively advocate for and provide services to beneficiaries, engage in short and long term planning, and to support the HNRCS in relevant and sustainable OD and CB initiatives.
The Technical Movement Coordinator/Deputy Country Representative is the designated second in command after the country representative ensuring implementation of technical program quality in partnership with the Head of Integrated Neighbourhood Approach, the Head of National Society and Knowledge Development and the Head of Support Services. The Head of Technical Movement Coordination is responsible to oversee the implementation of the Federation Wide Strategic Framework for Haiti ensuring assessments and updates as needed in the fluid context. He/She will be accountable for implementing an effective Planning, Monitoring, Evaluation and Reporting Framework to go along with the Federation Wide Strategic Framework. He/She is accountable, under the direction and guidance of the Federation Representative for supporting and assisting the Operating National Society in utilizing Movement resources in the most effective and efficient way and that the humanitarian intervention is coherent within a common framework.
